Analysis in a Box

All organizations, government agencies, law enforcement, and commercial businesses want to produce the best analytical results possible from their available data sets. Often, commercial systems designed for anti-money laundering (AML), counter-terrorism, or fraud detection address only a part of the overall needs and functionality necessary to implement an effective system. Generally, there are different primary subsystems such as database, access/query, charting/graphing, visualization, reporting, disposition, and other applications that must come together in a seamless fashion to create a complete solution.

Typically, analytical systems tend to emulate similar architectures that address the collection, validation, loading, storage, query, analysis, and reporting of data - collectively called the analysis process. Upon closer review, you will find very little variation in the processes associated with different analytical systems; whether you are looking at corporate embezzlement, money laundering and financial crime, narcotics trafficking, criminal activity, alien smuggling, insurance fraud, or other "find the bad guy" types of processes.

Of course, different types of analytics will rely more heavily on different capabilities in the system. In the intelligence community, there is much more emphasis placed on text processing, document classification, and entity extraction because most of their data tends to come from free-text messages, cables, or open source reports. In telecommunications, insurance, and banking, much more of the data is represented relationally so there is a stronger interest in the use of visual link analysis, graphs/charts, and network diagrams.

Unfortunately, as with most industries, there is no official roadmap to follow. Thus, there can be a lot of confusion as to which approach to take, what works well, and what doesn't work as well with respect to overall system maintenance, training, and documentation. For example, VAI has an extensive amount of experience with Financial Intelligence Units (FIUs) throughout the world. Each country has a different set of laws, rules, and regulations that must be accommodated in conjunction with the available resources assigned to the FIU. Many times, the FIUs look to established agencies, such as the Financial Crimes Enforcement Network (FinCEN), to provide leadership and direction for creating a baseline capability that they customize and tailor to their own needs.
